What clearer signs could there be of a post-Christmas movie slump than the arrival of two mindless teen-age movies on the same day? The second film is the more tolerable of the two, although it owes its locker-room humor to ''Porky's,'' a movie that was regrettably guaranteed to inspire imitation. Even the relatively clean-cut ''Spring Fever'' has enough raunchy touches to suggest erroneously that its characters aren't hopelessly square.
